Honolulu Condo Flooring Rules by Building

Before you install vinyl plank, laminate, tile or hardwood in a Honolulu condo, your AOAO almost certainly has something to say about it — usually a minimum sound rating for the underlayment beneath it, sometimes a weight limit, occasionally a flat ban on hard surfaces outside the kitchen and bathroom.

The problem is finding it. We read the governing documents of fifty Oahu buildings. Seven publish an exact number you can buy to. Most of the rest do have a rule — it just lives in a document that is not on the open web, or in an appendix the house rules point at without including, or in a scanned PDF that no search engine can read.

So this page does two things. First, it gives you the exact requirement for the buildings that publish one, quoted from the document and linked to the association's own copy wherever that copy is public. Second — and for most readers this is the useful half — it tells you which document holds your building's rule and who has it, so the call you make is the right one.

Three honest limits. We are a flooring supplier, not your association. Nothing here replaces the document your AOAO gives you, and rules change — every row shows the date we last checked it. Every rule on this page carries its source in one of three states — linked, cited but not linked, or signpost only — so you can see exactly how far our working goes. And where we could not find a rule, we say we could not find one. We never tell you your building has no rule, because a rule you cannot find and a rule that does not exist look identical from the outside, and only one of them costs you your floor.

The seven buildings that publish an exact requirement

Hawaiki Tower — FIIC 55 in living areas, FIIC 45 in kitchen and bath

Kakaako · 417 units

"In Zone 1 the minimum Field Impact Isolation noise threshold is set at FIIC55." Zone 1 is "the bedrooms, living room, dining room and the halls adjacent to these areas."
"In Zone 2 areas a minimum impact noise threshold is set at a Field Impact Isolation rating FIIC-45." Zone 2 is "the entry area, kitchen and bathrooms."
Zone 3 — exterior lanais with no enclosed living area below — "there are no restrictions to floor coverings."

Note the F. Hawaiki requires FIIC, a field test of your actual installed floor, not the IIC number on an underlayment's spec sheet. A product rated IIC 55 in a laboratory can test lower once it is on your slab. The rules also put the cost of testing an off-list assembly on the owner.

Keola La'i — IIC 70, measured after installation

Kakaako · 353 units

"An Impact Insulation Class (IIC) rating of seventy (70) or greater is required after flooring installation."

The strictest requirement we found on Oahu, and the wording matters more than the number: IIC 70 after installation is an outcome you must achieve, not a product you can buy. The rules are explicit that approval is not a safe harbour — "It is the Owner's responsibility to ensure that a sound rating of IIC 70 is achieved after flooring installation."

Pre-approved underlayments (confirmed by management): Kinetics Noise Control Soundmatt, Pliteq GenieMat RST10 (for engineered hardwood, carpet/pad, LVT); Kinetics Noise Control SR Floorboard, Pliteq GenieMat RST15 (for hard tile). The management office measures compliance using AIIC 53 (Apparent Impact Insulation Class, a field measurement) as its threshold.

Ilikai Apartment Building — IIC 62 or STC 59, with approved products named

"Underlayment flooring testing data - IIC 62 or STC 59 or better"

Ilikai is the only building in fifty that names acceptable products outright rather than leaving owners to interpret a number.

Where the rule lives is the catch. It is not in the House Rules, which say nothing about flooring. It is in the contractor packet. An owner who read only the house rules would conclude their building has no requirement.

Island Colony — IIC 65, and a weight limit that rules out stone

"Ceramic tile or hardwood flooring is required to have an under layer of soundproofing with the minimum sound rating of IIC 65 (a sample must be submitted with your request)."

Island Colony also caps the weight of the finished floor, which no acoustic rating gets you around:

Waikiki Banyan — IIC 65, plus a 5 psf load limit

"Wood and Tile shall have proper, per code, underlayer of sound proofing/buffer with minimum sound range of IIC 65 or better."

Honolulu Park Place — IIC 65 on the spec sheet

Downtown · 437 units

"The Impact Insulation Class (IIC) of the requested flooring, underlayment and method of construction selected must have a minimum rating of IIC-65 listed in its specifications."

Unlike Hawaiki and Keola La'i, this one is satisfied by the published specification of the assembly you buy — no field test required. Installing without approval "shall constitute a violation."

Century Center — IIC-65 minimum, and the spec sheet has to come with the request

"The Owner of any Apartment wishing to install a hard surface floor must submit to the Board of Directors plans, specifications and the noise mitigation measures regarding the flooring. The Impact Isolation Class (IIC) of the requested flooring, underlayment and method of construction selected must have a minimum rating of IIC-65 listed in its specifications."

The part that gets requests rejected. Five things have to go to the Board with the request, and two of them are about the underlayment on its own:

"Specifications from an acoustical testing laboratory or manufacturer showing that the Impact Isolation Class of the construction selected has a minimum rating of IIC-65."
"A copy of the spec sheet and installation instructions from the resilient floor underlayment manufacturer."

Buying an IIC-65 underlayment is not enough by itself — you have to hand in the paper that proves it. Keep the manufacturer's spec sheet and the installation instructions from the roll you actually buy. That is the document owners most often do not have when they file, and it is the one the Board asks for.

Check which form you are filling in. The renovation request form posted on the association's documents page is the 2022 revision. The management office issues a newer one. Ask the office for the current form before you fill anything in.

Nobody agrees, and that is the point

Seven buildings, six different requirements, measured four different ways:

None of them is the "IIC 50" figure often quoted as a standard, and only one pair matches. Century Center and Honolulu Park Place run the same sentence almost word for word — the same drafting template, differing only in whether IIC is expanded as Impact Isolation Class or Impact Insulation Class. Every other building is on its own. An underlayment that satisfies Hawaiki's kitchen will fail Keola La'i's living room. If you are buying for a Honolulu condo, the only number that matters is your building's.

Where to find your building's rule

Most of these rows are signpost only, and that is the honest answer rather than a gap. A rule we have not read is a rule we cannot vouch for, so we tell you where it lives and who has it instead of guessing at what it says. The source-state column shows exactly how far our working goes on each one.

We also checked thirteen further Honolulu buildings and could not find a public governing document for any of them: Ala Moana Hotel Condominium, The Central Ala Moana, Pacifica Honolulu, Kapiolani Residence, Ka La'i Waikiki, Ae'o, Ke Kilohana, Harbor Square, Iolani Court Plaza, Anaha, One Ala Moana, Hale Kaheka and Harbor Court. That does not mean they have no flooring rule. It means the rule is not on the open web, and the section below is how to get it.

The three source states, and what each one promises

Every rule on this page sits in exactly one of these. The point of the labels is that state three can never be mistaken for state one.

  • Linked The association publishes the document, and we have read it. The link goes to the association's own copy — never to a mirror, a real-estate site or a document scraper. The quote is from that file, and the checked date is the day we last opened it.
  • Cited, not linked We have read the document, but the association does not publish it at an address we can send you — it may sit behind a portal, download through a script, be a recorded instrument rather than a web page, or have been public when we read it and gone since. We name the document so you can ask for it by name. We do not invent a link.
  • Signpost only We know where the rule lives and we have not read it, so we do not state one. Most rows are here, and that is honest rather than lazy: a rule we have not read is a rule we cannot vouch for. Ask the management office for the document we name.
A rule without a date silently claims to be current forever. These documents get revised — one of the buildings above moved to a new revision of its house rules between our first check and this one. Every rule here carries the date we last opened its source. If yours matters, open the link yourself before you buy.

How to get the rule when it is not published

1. Ask for the document by name. "Please send me the flooring specification referenced in House Rule XVIII.U" gets a different answer from "what are the flooring rules?"

2. Ask your managing agent, not the front desk. The State of Hawaii publishes a register naming the managing agent — or "self managed" — for every registered association, kept by the Department of Commerce and Consumer Affairs. Look your building up there and you will have the right company on the first call.

3. Get the answer in writing before you buy. Several of these buildings state plainly that board approval is not a guarantee your floor passes. Yours may be one of them.

One more thing worth knowing. Four of the buildings above have association websites that will not open without a browser security warning, because their security certificates have expired — including one whose flooring rule we quote. If your building's site throws a warning at you, you are not doing anything wrong and the site is not necessarily unsafe — but it does mean the management office is the faster route to your documents.

Buildings we have installed flooring in

Reading the rules is one thing. Working inside these buildings is another, and it is the part we can show you rather than tell you. Below is every Oahu building our own invoice history proves we have installed flooring in — the number of separate jobs, and the years they fall in.

What this list is, and three things it is not. Every job on this list was paid for by an individual owner in the building, not by the association — we checked all of them. Being on this list does not mean your board chose us, and we are not an approved or preferred vendor anywhere. Second, having worked in a building does not mean we hold its current flooring rule — those are two separate claims, and only the tables above are about rules. Third, most of this work is from 2022 and 2023, which is why every row shows its years rather than saying how long ago it was.

Twenty-four buildings, forty separate jobs. Three of them — Waikiki Banyan, Nauru Tower and Century Center — already appear higher up this page, so their job counts are shown there rather than repeated here. Two more buildings are left off entirely, because our own record of the job address was ambiguous in a way we could not settle; we would rather publish a shorter list we can stand behind.

If your building is on this list, mention it when you call. It tells us we have been inside the building before, which is a faster start than describing it to us from scratch.

Rules confirmed directly by building management

A fourth source state, and it is not the same as the three above. Every rule in this section was given to us by a named person at the building — a general manager, resident manager or managing agent — in reply to us asking. It is not quoted from a document we read, so it is not Linked and it is not Cited. Each row names who said it and the date they said it, and that is the whole of our working. Ask your association to confirm it in writing before you buy. Some of these buildings also appear further up this page among those whose governing documents we could not find on the open web — that is not a contradiction: the rule came from the manager, not from a file.
Six different measurements appear in this section and none of them is interchangeable. IIC, AIIC, FIIC, STC, FSTC, and Delta IIC are separate tests. FIIC 60 is not IIC 60, AIIC is not IIC, and Delta IIC is the improvement from the underlayment alone, not an absolute rating. We have not converted any figure into any other — each is printed exactly as the building stated it. Where a building gave a figure that is not a standard acoustic rating, we say so rather than translating it into one.

Buildings stating a measurement that is not a standard acoustic rating

The association's Rules and Regulations amended 1 August 1996 are published in full and contain no flooring clause at all — read the 1996 rules. Waikiki Skytower "72 dsb. or higher only" No standard acoustic test reports decibels blocked — the standard ratings are IIC and STC. Buildings that confirmed they have no sound rating requirement

These are answers, not gaps. Each of these managers was asked and stated there is no sound rating requirement. That is different from a building we could not reach, and different again from a building that declined to answer — where a building declined, it is not on this page at all, because you must never be able to act on our silence.
